Can I collect donations with a limited paypal business account?

I opened my Paypal account to collect donations for our animal rescue group which is in Syria, it is called SARA ( Syrian Association for Rescuing Animals ), I'm from Syria and I came to Canada and wanted to continue helping my group to get donations for their work, so I set a business account as a ( non_profit organization ) and I linked it to my bank account in Canada,  I got a notification that they want an Evidence that my nonprofit company is registered as a charity with the Canada Revenue Agency. Actually SARA is in Syria, and I found no choice of ( Syria ) listed in the business address choices, so I chose ( Canada ) where I live now.

I checked the limits on my account and they were ( 999 canadian dollars per 24 hours ). Actually, I don't need more than this and maybe it will be very hard to collect more than 999 CAD in 24 hours.

My question here that will I be able to withdraw my donations if they are under 999 CAD in 24 hours? knowing that my account is not verified?

Because it's not possible to register my Syrian organization in Canada.

I want an easy way to start my donations even if it will be limited.

I'm sorry to hear that your account is limited. While the account is limited, there will likely be no receiving money or withdrawing money. If you go to the Resolution Center, there will be a list of the things you cannot do while the account is limited.
