New policy tax info change, can't understand it

Hello all, please, help to understand what the new policy rule is about (as always it is never clear, vey vague and no way to contact Paypal in writing to keep the records and over the phone I get various versions from various PP stuff and hardly ever any help in the last 20 years of using it). I got a letter from PP saying that they now need tax information but there is nothing anywhere in my account that I can fill in. I purchase important health supplements and this the main purpose for me to use PP now, I do not sell anything or get any other form of payments into the account, only purchases and 99% of them are health related. So I hope you understand that I need PP, otherwise I would not worry about it.  So what do I do now in order to continue to use PP for purchases? please, help - I need to pay for an item in pounds, I have some balance in USD and want to convert it to pounds to cover the payment partially, but the link to convert the currency is gone. I did a conversion a few days ago and it was there - now it is not. Paypal support is closed, I must pay today, I do not want to let the seller down but I cannot do so until I convert the balance! thank you in advance. ... View more

Hi @nooque,   Thank you for your post!   In general, when a refund has been issued, the money will go back to the original funding source. If your payment came from your card, it will be refunded to that card. Depending on your card issuer, it may take up to 30 days to complete a refund. If your payment came from your bank account, it will be refunded to that bank account. If your payment came from your PayPal balance, it will be refunded to your PayPal balance.   It may be possible that the refund has been issued as an eCheque. An eCheque is an electronic money transfer that moves money directly from the bank account, through the PayPal account, into another user's PayPal account. It's just like writing a cheque, only it’s done electronically. It may take 5-7 working days to be completed.    I hope this helps to clarify.   Cristina     ... View more

as I have eventually found out the currency converting option is available but now it is hidden on the Wallet page next to the currency balance under the three dots on the right hand side. PP just makes changes and does not bother to update any of the Help files or train the staff. Super annoying! ... View more
