If you want your PayPal account to generally work properly without limitation and not run into basic problems (except if patterns of activity trigger PayPal security/risk model or you violate PayPal Acceptable Use or Restricted Activities policies), verify your account with a bank and card. PayPal adheres to KYC and AML regulations so eventually they will ask for this info to verify identity, unless you keep your activity at the occasional use level and the limits won't affect you, you might be able to go without verifying your account but since you will be conducting sales transactions, better to verify the account.
