The only delay that normally happens is that the incorrect information is provided therefore needs to be requested again. Hi there,   Welcome tot he PayPal Community.   The only fees PayPal charge is when you receive a payment. The fee is taken directly from that payment before the rest is applied to your balance therefore I am unsure how you would end up with a negative balance. If you receive a personal payment your name and email address are provided, which should not be too much of a concern as you should only use personal payments between friends and family.   -David R ...
