I suddenly encountered this problem today as well.   My solution: I am using Microsoft Edge to browse the web. Starting with the Windows 10 Creators Update (early 2017) Edge blocks Flash content on websites by default for security reasons. I had to allow flash content (click the icon in the address bar) on the first page during PayPal's checkout process. This fixed the problem for me. ... View more

I've got the same issue, but it's worse.  I've been using Paypal, with a linked ebay/paypal credit card, and with a linked bank account, and as a seller on ebay for one, have maintained a Paypal balance for years.  Previously when buying an item using paypal, it would automatically ask me if I wanted to use first the credit card, pp balance, or bank account withdrawal.  Now I'm only get an option to buy if I add a new credit card!  A second credit card?  Paypal and ebay are slowly losing me, they just lost this transaction.  I can't wait till someone steps in with something that works for payments, that will be the clincher. ... Paypal has the good fortune (which is created by good business, management, and hiring practices) to hire and deploy the skills of many exceptional people.  Today I had the pleasure of speaking to their very best, Wendy.  After discovering an issue with one of my Paypal cards and placing a call to manage the problem,  I was greated with grace, empathy, and proactive action by Wendy.     Wendy's phone presence made an upsetting situation take second seat and then disappear behind the confidence her knowledege and action inspires.  Wendy alivated my concerns, fixed the issue, and left me a happy, and very grateful customer who is able to move on and enjoy the day. Wendy and all the people at Paypal that are like her are why Paypal continues to have our business.     Wendy's supervisor Jennifer should be proud to have such a wonderful person on her team.  Thank you Jennifer, your management abilities and leadership shows through the attitudes and actions of your team member.   Thank you Paypal, your forward thinking management and training shows and shines through Wendy's efforts on your behalf.   Very Respectfully, VL ... Hi Marily,   I don't think this issue has been resolved. I am trying to click accept payment and my bank has already been verified but it still keeps telling me I need to enter a new bank. Hi Andy,   What about if my purchase (in USD) was from the credit card registered in my account but I want the refund to stay in my account as paypal balance?  Because there is a lost of 8 - 10% when converted back to my home currency.     I think many people would like this option.
