Because they don't read it at all. They are not interesting in helping or sorting it out. I started replying to the dispute like this: "2/25/2012 21:24 PST - Seller: Item was not shipped, because shipping to ............."   So 3 days after the I escalated it to claim, I got an email saying: "Unfortunately, the information you supplied is insufficient for us to track the shipment of the merchandise. Please contact us at ............. with the following details so we can track the shipment to resolve the complaint as soon as possible: 1.  The name of the shipping company; 2.  The website where the shipment can be tracked; 3.  Any other details that you feel may be helpful to track the shipment. I will continue with a User Agreement question.   Who are the "Approved Shippers"?   16. Definitions. "Approved Shipper" means a shipping provider offering services that meet PayPal's standards herein for Viewable Online Proof of Delivery, and Viewable Online Signature Confirmation. Approved Shippers include USPS (United States Postal Service), UPS (United Parcel Service), and FedEx. So first regarding my case, not knowing there will be a problem, I transferred money to my bank account which is different currency, now I am suppose to transfer it back, and do it all again in a new transfer. Losing $100 in the process. An approved address change is what we need. OR just cancel this transaction and make new one without moving money.   As for the other case, you take the side of the buyer, not knowing what happened. You say signature is the solution, but there is no signature available between Canada and USA. (I don't know other said it) You say seller is responsible for the complete delivery, when the only way I can be sure is if I deliver it personally. And that is not covered! So paypal forcing me to use a 3rd party who is unreliable according to even you. Is that fair?! If the seller is trying to accommodate the buyers request, he is on his own. If trying to stick to the rules, he is very limited. By the way, just a week ago I signed for a package for someone else in the house I have nothing to do with. If someone signs for that package (as it offend happens at a business) but the buyer says it was him/her, paypal will still side with the buyer right?! It's not enough that just somebody signs for it right?!   PS: Something about proving the signature online only?! I am sorry for not being clear, the thumbs up was not regarding the thumbs up of the post. It was regarding the reply (maybe yours or the other moderator) that approved the action of the seller shipping to the "Friend" and then the buyer can say he didn't get it. This should not be done this way. You  may say it's the price to do business, but I am not a business man, I have a one time sale and pulling my hair out more and more I learn what I got myself into. I have buyer begging me to ship the item day after day and don't understand that he/she has to change the address on the transaction page as it is required by paypal, since the one on the the original turned out to be not viable. Buyer doesn't know how to do that but "please could I ship it"?! I also want to make the sale, I just don't know if she will scam me or just not very bright. I emailed paypal for help and all I got was a copy/paste from the user agreement. Not addressing the problem at all. very sad ... View more

"Items that are not shipped to the recipient's shipping address on the Transaction Details Page. If you originally ship the item to the recipient's shipping address on the Transaction Details Page address but the item is later redirected to a different address, you will not be eligible for PayPal Seller protection. We therefore recommend not using a shipping service that is arranged by the buyer, so that you will be able to provide valid proof of shipping and delivery."   I wonder how many people know about this?! You ship it to the given address, it gets redirected, (I don't know how) and you lose the protection. Who is redirecting it?! How would I have anything to do with that?! What am I a PI?! Hopefully the buyer will need a reason for it but if you had to ship, you better know this section of the user agreement and more. 11.3 Basic Requirements: You must ship the item to the shipping address on the Transaction Details Page. You must respond to PayPal's requests for documentation and other information in a timely manner. The item must be a physical, tangible good that can be shipped. I can't even tell if the money that was just sent to me was gifted or not. 😞   I think many people get surprised with no seller protection, no wonder, give the complicated requirement. The rule is that you have to send it to the address on the transaction page or no protection yet I just read one of the moderators advising someone to just arrange another address and ship it without saying that will cancel protection.   "If you have submitted a transaction with incorrect shipping information, I recommend contacting the merchant to see if they could offer assistance with updating the address information for the shipment. Hope this helps! Lilly"   I my case, the transaction page says "OK to ship" and only after some digging I found out that if I ship to that address I cancel my protection because it is some kind of forwarding service!
