What  payment options were yoi given by the Seller? did they have aPayPal Account? Under the PayMent service Regulations,PayPal Must Accept your payment,if Not get in touch with PayPal  service& paypal.com I have been denied the right to give a PayPal e-mail address. they handle complaints. Hi there Veron,   If you are currently living in a country other then the UK, you would not have the ability to register a card that was opened in the UK to your PayPal account. Another example would be that if you had a UK registered PayPal account, you wouldn't be able to register a card that was opened in a different country other then the UK.   This is a security feature on the PayPal website and as a result, it may be preventing you from registering your card on your account. You could try registering the card using the billing address that appears on your statement, you will be able to register the card on your account depending on if your bank accept or reject our request to register the card on your PayPal account.   I hope this information helps,   David. ... Thanks Paypal - Barry   It is a pity Paypal don't actually make this stuff obvious from the outset.   Reading though many of the problems on this forum it seems that quite a few of them would not arise if the forms on Paypal were a bit more forthcoming with their information.   Often people that work with them all the time do not see the difficulties because they already know the answers, but for people coming from the outside into Paypal, the forms can be difficult, often instructions don't actually match up with what appears on our screens, or you find yourself directed, following paypals own links, to pages that don't exist anymore etc. etc.   I think it is often a problem with large companies where the websites have been updated repeatedly that information / directions for doing stuff don't actually work quite the  way they are described.   Anyway, thanks again for all your help.    ... Hey there, we have been giving support to certain countries in their own languages and even hiring native language speakers as agents to deal with specific markets. This is certainly the case with France. If you have been sending messages in English they will automatically go to French agents.   Here are the steps to change the language settings in your account.   Go to www.paypal.com and log in to your account.
