Though our response times may be delayed, be assured we’re here.  Paypal won't ask you to ship the item first before the payment will show on your Paypal account. If the buyer had sent you money, you should be able  to see that on your payment activity immediately. It sounds to me that you have received a scam or spoof email.   It's also important to report the fake email or website to PayPal as soon as possible. That way, we can protect you and other PayPal users. If the purchase is not showing on your Paypal activity page, then most likely the purchase was made a guest transaction meaning that you used your debit or credit card directly in paying the transaction. I also understand that you are worried since the seller cannot access his old account for the payment and  I can say, it's not your fault.When you pay with PayPal on any website, PayPal Buyer / Purchase Protection  may cover you in case there is a problem. If an item doesn’t arrive or is significantly not as described, we will help you get a full refund. If your buyer isn't responding or you can't come to a resolution, you can escalate your dispute to a claim. The dispute should be filed as Item non receipt instead of unauthorized transaction. To change the reason of the dispute you may send us a message  to check that option for you on our end. I understand also that the seller sent a photo that they have issued a refund already. If the refund is successful, you should have receive an email from paypal about the refund. If you've submitted the information we requested in the Resolution Center you should receive a reply email from us within 3 business days. Check your email to see if we need more information from you to restore access to your account. If we request more information, continue to respond promptly to speed up the resolution process. Most limitations are resolved within 5 days, however some could take longer. Some limitations can be lifted without a review. For instance, you may simply need to change your security questions and password. In either case, log in to your account for details. We may send you a text asking you to confirm your activity (by replying 1 for yes or 2 for no). Or, we’ll send a text with a 6-digit code that you’ll need to enter on the screen.    The code is in the body of the text and not the 725-729 from PayPal number.  This code expires after 5-10 minutes. So if you paid using a credit card, your refund will go to your credit card. It may take up to 30 days for the refund amount to appear on your card statement. If you purchased your item on eBay, you may be able to file a claim with eBay if it’s been less than 45 days from the date of the transaction. Go to the   eBay Resolution Centre. If the refund is cancelled on your activity, it is possible that there's something went wrong when Paypal tried to refund you using your original payment method that you used on the transaction. I suggest that do not cancel your dispute yet if you have filed a dispute, You may send us a message so we can take a closer look on why the refund is showing cancelled on your activity page.    You did not indicated a country /region. @abhishek530    Sorry to hear about what had happened. I just want to clarify if did you file it as Item Non- Receipt , Significantly not as described or Unauthorized charge?. The reason I asked is, if you paid as ''good and service" and you did not received your item, the dispute should be filed as Item Non- Receipt instead of the other types of dispute. It is important for us to know if how it was filed so we can determine why Paypal decided on the merchant's favor.
