If there's any risk found, our system may block/decline the payment. Hello @Bhagirathroy,   Welcome to our community page and thank you for your post!    Sorry for the inconvenience! Are you trying to add the card to your PayPal account? If yes, the most likely reason for why you’re receiving an error is because the information on your PayPal account doesn’t match the information on file with the card-issuing bank. It also possible that your card company did not accept the $1.00 authorization sent by PayPal when you attempted to add the card. I suggest you contact the card issuing bank for more information on why the card is getting declined.   If you're getting the error while making the payment, please try again at a later date or try with a different payment method.   I hope this helps, have a great day!   Bindu ... PayPal Credit is an open end (revolving) credit card account that provides a reusable credit line built into your PayPal account. By enabling 2-step verification in PayPal, you can add an extra layer of security to your PayPal account for logins. You can disable the 2-step verification by following the steps listed below :   Go to your Profile Settings. Click “Security” or “Login and Security” menu Select the link for 2-step verification Click Turn Off next to 2-step verification Click Done to disable 2-step verification   You can also skip the 2-step verification by activating the one touch feature.
