To do this, all accounts are initially 'unverified' and have limits on receiving money. In addition, customers who have enrolled for a PayPal Cash Card are auto-enrolled for Direct Deposit. There could be several different reasons you're seeing a decline error message or your transaction won't go through. Please try clearing the cookies and cache in your browser and restart the browser then, try again after couple of hours. If the issue persists, please contact customer service for further troubleshooting. It seems like you're unhappy with the decision of the case and want the refund. In this case, you can appeal the outcome of a claim, you can do so within 10 days of case closure. To apply for a PayPal Cash Card, click Get The Card on the PayPal Cash Card page, and follow the instructions to request your card. You'll need to: Have a PayPal personal account. Be an active PayPal member with no open issues in the Resolution Center. Have an active phone number on your PayPal account. Have a confirmed street address (not a P.O. Box). This can be done by: Linking a credit card whose monthly statement is sent to that street address; or Applying and being approved for a PayPal Credit product that confirms your street address Add your date of birth and your Social Security number to your PayPal account.
