I am a long time PayPal user, mostly for eBay purchases, which I have been doing since 1997. Every now and then I sell something. Yesterday I did my first sale under the new Held Funds policy. I can understand that policy, but to not allow me to actually mail the item and deduct the postage costs from that is beyond ridiculous. To add injury to insult, they have a mandatory tracking charge that was not computed for me when I established the shipping charge for the item.. In the end it just cost PayPal, because I used my American Express card to pay the $3.01 for the postage. While I'm sure PayPal gets the cheapest transaction fee AMEX has to offer, it is still more than they will earn on the float. BTW, I wonder how much the hold policy change was to protect buyers from unscrupulous sellers and how much of it was to increase PayPal's earnings on the "float." I know the original business model counted on those earnings for much of the revenue and with interest rates next nothing, extending access to our money from 0 to 21 days helps make up those rates.
