There is a timeframe for the seller to respond and I can only imagine that with the dispute/chargeback going into Paypal that they are probably over whelmed and can't respond in timely manner, thus the seller loses and the buyer's win. ... View more

Let me ask you, do you get to respond to the dispute from the charge back?  If not, then Paypal is responding for you and not providing information on your behalf.  If you have proof of delivery that is all a seller need's to win a chargeback.   I agree there are buyers and seller's that have issues with honesty. I believe strongly in honesty and integrity and so far most seller's have been decent but half of them overcharge for shipping.     I'm sorry you have had the rough end of the dishonest buyer's.  ...  If you are not getting resolution through the seller or Paypal resolution center, start the dispute process with your credit card or debit credit card before it is too late, 30 days might be too late.  Check with financial institute.   Chargeback Process:   1. Contact credit card customer service number listed on the back, give them the exact issue and any facts such as first time contacted seller, tracking information.  You can request to submit more information and they will send you a form in the mail.    Sit  back and wait for the resolution. 2. Once you have submitted and they have received your dispute they will then turn around and send seller and/or Paypal the dispute. They have a certain amount of time to respond or they automatically lose the dispute. 3. You as the consumer are not charged any fee's, on the other hand the merchant/seller is charged a fee whether they win or lose.   There is justice in this world you just have to search for it on the internet,  Good luck  to all. ... While I can not put the URL here, you can google Internet Crime Complaint center.     If a seller is non-responsive to your issue and Paypal resolution does not assist, don't wait file a chargeback with your credit card company or bank where the funds were withdrawn from.  This will get you results plus seller/Paypal is charged a chargeback fee whether they win or lose your dispute.  RESOLUTION~! ... Hmmmmm..... I'm on the phone with my bank right now disputing 2 transactions.  I asked the bank rep if there is a charge to me.  Answer:NO.   In 10 days I will have provisional credit and most likely will win.  Give that seller a nudge and file a dispute with your financial institute immediately.  Less time for refund than Paypal resolution and unbiased.   Be careful taking advise from anyone that benefit's from Ebay/Paypal.  These people provide general boiler plate responses that keep looping you through the system.  Stop the cylcle, free to dispute with your credit card or financial institute the funds were withdrawn from.    Teach these sellers that if they won't resolve their issues within 5-7 days then you are left with no other alternative but to bypass the Paypal dispute resolution which can often take you outside of your timeframe to dispute the charges.  You have a lot better chance of winning than waiting for Paypal to resolve.  You'll be happy you did it and a big weight will be removed from your shoulder's.  Paypal might not like it because if you do win with your bank/credit card.  The seller/Paypal is charged a chargeback fee whether you win or lose your dispute.   It won't be long before so many chargeback's makes Paypal listen to the buyer and not these criminal sellers.   These 2 seller's will be sorry they did not just send me a return label to ship the wrong item's back to them.    P.S. Olivia, please I know you moderate for the site and are given general thing's you can say and you have to sugar coat Ebay/Paypal.    The buyer said he has already filed an appeal and lost that manual and scrutinized appeal process.   It is better to not even post unless you are going to actually continue to provide alternative options that can actually help this customer.  344 to 1000 post  does not mean anything if you actually did not get resolution or offer new alternative solutions.   Many people have went through this process and many people complain that there issues have never been resolved by your lovely Ebay/Paypal associates.   I will continue to post and advise buyer's if they choose to shop at Ebay or use Paypal, to use funding source: credit card because that is the only alternative and fast resolution.    I imagine when Paypal get's so many chargeback's from buyer's that they might change there policies or close their internet doors. Yahoo if that ever happens.  Chargebacks cost Paypal and Paypal should pay for their arrogance and greed.    Report back to your associates at Ebay/Paypal that maybe they should actually listen to all the complaint's that this board is built around and do something about it rather than send moderator's to give boiler plate responses that we could get by waiting an hour for a representative to pick up the phone.     ... Hi, Sorry to here that you too have been taken by Ebay Seller.   Was the funds for the transaction transferred from your bank?  If  so, immediately contact them and let them know you want to dispute that transaction.   You should get a provisional credit they will contact seller and if he can not provide tracking you win.   Let us know how that goes.  You can also file Internet Crime Complaint at  http://www.ic3.gov/default.aspx     ... Yes, my initial problem is with the seller. He does not care and tell's me to go ahead and submit negative feedback.  It won't effect him.................................My second problem is with Ebay/Paypal resolution.  They don't care and the feedback does not stop the seller from selling.  Most consumer's don't even look at feedback as long as they are close to 100%.   So overall my issue is with customer satisfaction through Buyer's Protection.    Thanks for the reply. ...
