Yes, Snk I agree with Lucky 7 on the reason.  Paypal has specific rules for transaction's.  I understand that it takes a little bit of time during the process but it is for everyone's protection.  I would call Paypal, they normally can explain the terms of use very well, just have no real empathy for the fact that it does take a little bit of time for financial transaction's to process when using Paypal vs a real financial institute.   I believe you have to have verified a bank account and that takes approx. 3 day's.   So far, I have not had any problem's with Paypal as far depositing and withdrawing.  I have had no problem's with being a seller on Ebay.  There have been a couple problem's with Ebay seller's but most are on top of thing's and communicate well.  Out of 35 transaction's only had 3 seller's that sent the wrong item's and only one of them that communicated well and sent replacement of the right item.  The other two did not communicate and one of them felt he could win the battle of dispute by lying.          ... If your paypal balance show's a balance then you have to use the Withdraw tab and Transfer to Bank Account.  When you transferred it from your bank account to your Paypal account to use for a purchase the refund will alway's go back to Paypal account.  You can either use the money for another purchase without having to transfer again or request Transfer to Bank Account.  It does take about 3-7 day's for it to become available in your bank account.   Hope that helps. ... Criminal minded Ebay Buyer's already know how to work the system, this information is for us honest buyer's that might not know they have the right to file charge back.  So to say that charge backs would have a negative affect on one's purchasing power is assuming that your a criminal and file a lot of chargeback's.   Every time I have had to file a chargeback I was provided a provisional credit within 3-5 day's and then paperwork follows.  If a refund is provided after filing a dispute then my bank/credit card removes the provisional credit.   The problem's Ebay Sellers have with Ebay/Paypal are just that your problems.  Seller's should request better resolution than just provide a tracking number, etc.  Stop selling on Ebay and demand better structured resolution for both parties.   I will continue to encourage buyer's that might not know that they don't have to put up with fraudulent Ebay sellers.  Paypal already receives thousand's of chargeback's so I'm not making new policies at Paypal.   The cost of doing business as a Ebay seller is you might not get your money right away.  Provide efficient tracking and list your good's as non-refundable unless approved my seller.  Open your own website and be a real small business owner and not rely on Ebay.  Ultimately, you are a business owner and should be able to make intelligent decisions on your own.  I ran an internet business and had no problem getting traffic, but it does take work and dedication.       ... You can't sell on Ebay without having a paypal account.  You can buy some things on Ebay without having a Paypal account, but most require you to have a paypal account. Hope that clarifies it for you tricia.  Just remember when you sell on Ebay you pay almost 10% seller's fee depending on the item.    I won't ever sell on Ebay when most thing's can be sold on Craigslist or through my newspaper for less. ... While I will agree that there are probably a lot of buyer's that work the system and that's probably how they make their living, that does not make them elitism.  That term is reserved for a different group.  Perhap's you feel that anyone that does not agree with you or those that speak eloquently is elite.    Fact is that there are Ebay seller's that have some of the same fraudulent issues. I myself have experienced that nasty side as well.  Seller's that send wrong item's and then use the tracking number as proof of delivery.  My claim was denied by Ebay/Paypal for this reason.    You are right, there is no Seller's protection. I purchased an item and received a totally different item than what I bid on.  Seller told me that another buyer' had my item and we had theirs.  I emailed back and forth for 2 week's and the seller would not resolve the issue.  I went through the dispute process all the while receiving email's from the seller laughing at me saying that he would win and I would lose.  The problem for him was he never acted like a real Ebay seller by trying to resolve the issue, he just refused.  I told him he would soon learn a valuable lesson about resolving issues and charge backs.   Ebay/Paypal decided in his favor and he sent me another email again laughing and saying that I guess Ebay saw it in his favor.  I told him I would appeal with Ebay/Paypal and wait for the decision to be overturned because I had Ebay email's where he told me someone else had my item and if Ebay was too stupid to read all the correspondence and found in his favor again, I would file dispute/charge back with my bank.  All I want is the item I paid for and send me a return label to return this wrong item.  He refused and said good luck there is no appealing the Ebay decision and it is illegal to handle this outside of Ebay.   I laughed and told him he obviously does not know too much about Ebay or the financial world.    I won my appeal, but it took so long with Ebay/Paypal that I actually filed charge back with my bank. In the end I don't think he was laughing anymore.   I am sorry for the buyer's that are fraudulent with their intentions, but there are many of us buyer's that are honest and have been ripped off before.  I buy most of my stuff on Amazon for this reason because I have never had a problem that a seller did not resolve.   Living in the U.S. and being a citizen allow's you the freedom to refuse business to anyone.  While Ebay might promote selling internationally it is in the end the seller's responsibility to say, sorry no international orders, thus preventing this issue from occurring.     ... From what I understand if you made the purchase through credit card/debit card.  The refund goes directly back to that card and can take 7 day's. If you have not received your refund after 10 day's contact your bank and file charge back you will get a provisional credit from your bank and they will send you paperwork to provide the fact's.  They then send that to Paypal and Paypal has to respond.   Guaranteed not to lose your money.  Good Luck. ... Well you know the drill.... contact your bank/credit card company and file the charge back dispute.    I received my provisional credit's from my bank 2 week's ago.  I finally got my refund, so I called the bank to let them know to cancel the charge back.   In the end I think I waited maybe 7 day's total.  Why should I wait for my money while Ebay/Paypal hold's onto it forever. ... If Paypal can't resolve it within 7-10 day's including refund than charge back is the best way to resolve these issues. Maybe Paypal/Ebay will get tired of receiving so many charge backs and will decide to pick up the pace and review all correspondence the first time when deciding a resolution rather than just looking at the seller's tracking information.  Maybe they will hire more people to review these disputes.   You are not sacrificing anything by going charge back vs Paypal delayed resolution.  In fact you normally get your refund  within 3-5 day's of contacting your bank/credit card.  Paypal does not need more than 10 day's, protect your rights by contacting your bank and/or credit card company and file charge back's.    Sometimes moderator's opinions are boiler plate responses that Ebay/Paypal requires them to respond with, so just remember you reap more timely benefit's by contacting them and giving them no more than 10 day's to resolve your issues, than use your Buyers Protection through your credit cards, CHARGE BACK.     ... Mary3310:::: It appear's that PayPal Adrian read your post and moderated it.  They do read the forums, they just don't care.  They want you too feel like you have a voice and a way to express yourself, but really you don't.  The only protection there is chargeback for buyer's.  If enough buyer's chargeback Paypal, then perhap's it will provide a negative impact to their reputation.   Imagine all these Seller's money and all the interest Paypal makes by holding it 21-30+ day's.    The only thing people can do is boycott selling and buying on Ebay and refuse to use site's that require Paypal and eventually they will be brought down.  I shop at Amazon and never have any problems. ...
