paypal keeping funds

Why is it ok for paypal to now hold funds on item paid for over 55 days ago because out of the blue buyer disputes, I said send it back for refund, ebay said its too late for that, so she goes to paypal and they place a hold on my money and she never sent a tracking number or proof of return item, now I have to wait another 14 days for paypal to make its decision which will be in my favor, until then I can't touch money, why?

I've been selling on Ebay since 2004.  I never had my funds held for any reason until recently.....and they were held for no reason.  Paypal couldn't even pinpoint a reason when I spoke with them numerous times on the phone.  It seems to me that even though the holding policy was placed in 2008, it is only now that they are seriously "abusing" it.   Greed does that to people.

Absolutely,it's GREED !

 

It's the CASH already paid by our buyers that PayPal is holding.I am certain PayPal would not hold any junk merchandise ( if ever sold on Ebay )  in their warehouse or storage from buyers that they intended to protect.

Hey, guess what?!?!  I was just on the phone with PayPal and their holding of our funds gets evven better>>>>>> When you submit the Tracking information it takes 72 hours for them to release your funds.  Nothing like holding on to the cash for a few additional days.... Bone heads!!!!!

as of May 12, I think, there is a class-action suit against Paypal .... yea!

You better check.. PayPal was still holding payments after FIVE days until I did a radom check!!!

JUST TODAY PAYPAL PUTS A HOLD ON MY ACCOUNT CAUSE A BUYER FROM EBAY TELLS THEM ITEM IS NOT AS DESCRIBED.WHICH IT IS AS DESCRIBED SO WITHOUT FIRST CHECKING INTO IT THEY PUT HOLD ON ME HAVE NOT EVEN BEEN ABLE TO PAY FOR OTHER ITEMS  THIS **bleep** AS SOON AS THIS MATTER IS RESOLVED I WILL NO LONGER BE USING PAYPAL.

So many of you are exactly right. It's not just holding funds from people who have sold stuff, but everytime I make a transfer of funds into my Pay Pal account from my bank account, so I can purchase items without a credit card, they hold that transfer for 5 days. They say it's because it takes that long for the transaction to clear my bank, but my bank clears the transaction the next day. The longer they can hold all of our funds...the more they get to participate in legallized kiting of funds from one bank to another to gain massive amounts of...you guessed it...........interest on our money. Just like any other big corporation that we probably will end up bailing out. All of us buyers and sellers using Pay Pal just lend our money interest free to Pay Pal to make money with it. It's sad and unfortunately what we agreed to in fine print when we started our pay pal accounts. Ah yes, the greed of America alive and well. At least, unlike most banks Pay Pal isn't stealing money from us. I'll get every dime of my transfer in 5 days. A bank would try to figure out how to retain at least 5% of that transfer. Ooops perhaps I shouldn't have planted that idea into Pay Pals greedy little head.

I thought the buyer only had 30 days from the end of the sale to file a dispute? 55 days?

It's 45 days... the dispute must be filed within 45 days of the payment date and it must be escalated to a claim within 20 days after that.
