When can paypal withdraw money from my bank account if a customer is asking for a refund?

When you don't have enough funds in your Paypal account to cover any transaction you make, or to cover your ebay fees.

They won't withdraw from your bank account to cover the amount they withold in expectation of the dispute decision - your paypal account will be in the negative as a result and any money coming in will go first to resolving the negative balance.
If you lose the dispute, you'll have to pay off. If you don't, paypal will take the money from your bank account.

If money is owed to Paypal they will send it to collections.
Also if you open up another Paypal account, Paypal will connect them up and hold those funds.

Then if I don't refund the customer and I had my mom close her account. How does the customer get her money? Does Paypal refund it?
