Sorry — your last action could not be completed

Hi I tried to buy an eBay certificate and to do that you must do it through PayPal. So naturally, I went through the process and when it came time to checkout, I put in my username and password to PayPal and clicked Continue. Yet when I did this, I got an error page saying, "Sorry — your last action could not be completed." Why is this?

And yes, I made sure my browser accepted cookies and I switched from IE to Firefox.

It's the weekend and the servers are uber-busy - that may just be their way of saying "come back later".

Just wanted to note that I tried this and it didn't work for me. I've been trying to find out why I'm getting the "Sorry" message for several days, and still haven't figured it out. I've cleared cookies and cache, so it's not that. From what I'm reading, it sounds like there may be several reasons for the message, so I thought I'd post back here in case anyone else is going through this painful process.

I've read elsewhere that it may simply be PayPal's servers are slow. Is that true?
