Significantly Not As Described return for refund....if buyer pays for return shipping

According to the Paypal process when you file a claim for an item that is significantly not as described, you must return the item at your cost in order for Paypal to issue a refund for the amount you paid, not the return shipping costs. You have 10 days to provide Paypal with a tracking number. Paypal doesn't allow you to post a reply. You send the item back or in 10 days the claim is closed.

Buyers are being forced to pay to received goods the seller didn't described accurately, and in some cases, honestly.

I think that is wrong.

When you can prove that an item is significantly not as described, then Paypal should refund your entire costs of the item including shipping both ways. Sellers can take advantage of Paypal's forcing buyers to pay for return shipping.

If a buyer doesn't like something or changes their mind, and wants to return it, then the return shipping should be paid by the buyer.

Thank you for saying something, actually I believe the zippers are from the 70's which 35 years is not new but not antique either. They don't package them this way anymore anyway. However the price tags are clearly seen in the photos so if the price tags were a factor he/she shouldn't of purchased  them. I don't believe the buyer is fraudulent just careless and trying to overcome a whim maybe. I did offer to accept a return but with the buyer paying shipping BOTH ways as I did not MIS represent the item, even though my return policy states I do not have to. I do not want to be unreasonable either. Why do people automatically assume fraud? No fraud on either side. Why escalate things when it is not necessary to do so? Anyway the buyer thanked me for offering to accept the return and after I pointed out that the price was in the pics and my return policy that states buyer pays shipping both ways. She decided to keep them I hope I don't get negative feedback but I don't think I will. I just think people need too communicate better BEFORE the sale

Sorry had such problems with an International seller.  You should have filed that it was a fraudulent item... which is a different complaint category as opposed to item not as described  and this issue gets a whole different level of attention from eBay and PayPal.  Selling items that are fake is a very serious offense on eBay.  You probably would have had this issue resolved more quickly and thoroughly.  You should be calling PayPal & or eBay  or emailing them at their contact email addresses and explaining that what you received was a fraudulent item.  Good Luck!!

When a buyer files a counterfeit item claim, PayPal may ask the buyer to provide written proof from a qualified 3rd third party that the item is indeed counterfeit. From what has been posted here, the zippers were not counterfeit, and so... the buyer would have lost that counterfeit claim.

I cd hv replied to almost any post here. We are fairly large sellers on ebay & we do buy often also. For this particular buyer, that is an issue that neither ebay or paypal addresses. There are many China companies doing huge business on ebay now with cheap prices (guess why) & cheap shipping (because the Chinese Gov't subdsidizes their shipping costs). They know very well that when you receive their 'not as described' item, it is never going to be worth your time or money to return it & when you don't, they keep yr money. We hv dealt with some China companies because it was the only place we cd get a certain item, &, guess what? They sent something totally different & we never got anywhere w/paypal. We are very careful who we deal with in China, as everyone should be. Many of these companies are ruining ebay for good sellers as buyers flee in fear that they are going to get ripped off. There are a few honest ones, but for China especially, buyer beware! Sorry u learned the hard way. So did we.

On the seller side, I can tell you that paypal does not make it easy for sellers to recoup money from scamming buyers either. Before you get insulted, I will say that 99% of our buyers are honest as the day is long. But, as in any business transaction, there are those who figure out how to rip you off. I'll site one. Buyer purchased 8 of the same item. Claimed one was chipped, refused to return it & filed a claim w/paypal for all of them. Paypal instructed her to return. She returned 1 & even though we photographed the item & the box which was too small to hold all 8 anyway, they refunded all of her money.

The disaster goes both ways. What is the solution? I'm not sure, but I think both ebay and especially paypal closes these issues without a whole lot of research or reason. I think that they should be more deeply involved in the resolution & open their eyes to these scam patterns rather than just blindly follow a 3 step notebook approach. It is a human business & they need to become more humanly and sensibly involved.

That's my 2 cents.

This has happened to me just recently. A company in Taiwan no less!!! They DID NOT identify themselves as being out of the USA!!!

Charged me $21.98 for a AC adapter that DID NOT fit the device that they were ADVERTISING!!!!!!

When I contact them they always answer " Please explain what the problem is...." catch 22, they either don't understand english or are playing stupid to keep the money. It would cost me $13 to return the item with no guarantee that I would ever see another item OR my money.... PayPAL what are you doing to weed out these unscrupulous vendors??????

On the contrary, I've bought many things from China and have always received exactly what I ordered.  Please do not assume all sellers in China are dishonest just because you had a bad experience with one.

I'm sorry if I came off that way, but I certainly have nothing against China. I was merely saying that I try to avoid the hassles of International shipping...heck, it took about 4 weeks to receive my counterfeit game.

Well I just got done with a dispute through an monline gaming network, where I paid for a service in the game. When I did not receive the product I filed a dispute. One week later Pay Pal Finally settles the amount of the refund, which was only like 7.85, but I wanted my money back. On the dispute it says refunded to my card but no funds have actually been funded back to my card.
