Significantly Not As Described return for refund....if buyer pays for return shipping

According to the Paypal process when you file a claim for an item that is significantly not as described, you must return the item at your cost in order for Paypal to issue a refund for the amount you paid, not the return shipping costs. You have 10 days to provide Paypal with a tracking number. Paypal doesn't allow you to post a reply. You send the item back or in 10 days the claim is closed.
Buyers are being forced to pay to received goods the seller didn't described accurately, and in some cases, honestly.
I think that is wrong.
When you can prove that an item is significantly not as described, then Paypal should refund your entire costs of the item including shipping both ways. Sellers can take advantage of Paypal's forcing buyers to pay for return shipping.
If a buyer doesn't like something or changes their mind, and wants to return it, then the return shipping should be paid by the buyer.

I want to rant about my problems now 🙂
I purchased an xbox 360 game from eBay a while back. After I paid for the item, the seller's account was deauthorized and the item listing was removed from eBay. Of course, once I received the game (almost a month later) I discovered that it was a bootlegged fake that did nothing when put into my console (someone burned a dvd, printed off the box art, etc.). I swear that the item location was California on the listing, but of course it was shipped from China, for I never would have bought it if it wasn't from America - I have no way to verify this because the item listing was removed shortly after purchasing the item...I didn't even know that was possible. Anyway, now Paypal wants me to ship the item back at my expense, of course. I paid $28 for the item and it'll cost at least $30 to ship it back, so that's definitely not going to happen. It's an interesting loophole that this scam artist has exploited, but I'm not going to take this lying down. I'm giving Paypal a call in the morning to see if there's anything that can be done about this crap. eBay's Buyer Protection specifies that "Buyers will not be required to return an item where the seller's geographic location is different from that shown on the listing (in violation of eBay policies), unless the seller pays for return shipping," but I just wish there was a way to view the item again.
One can't help but tip their hat at how well this seller has covered all of his bases. Jerk!
