Significantly Not As Described return for refund....if buyer pays for return shipping

According to the Paypal process when you file a claim for an item that is significantly not as described, you must return the item at your cost in order for Paypal to issue a refund for the amount you paid, not the return shipping costs. You have 10 days to provide Paypal with a tracking number. Paypal doesn't allow you to post a reply. You send the item back or in 10 days the claim is closed.

 

Buyers are being forced to pay to received goods the seller didn't described accurately, and in some cases, honestly.

 

I think that is wrong.

 

When you can prove that an item is significantly not as described, then Paypal should refund your entire costs of the item including shipping both ways. Sellers can take advantage of Paypal's forcing buyers to pay for return shipping.

 

If a buyer doesn't like something or changes their mind, and wants to return it, then the return shipping should be paid by the buyer.

I agree with you some, but not all people are the same, now after I did read some message this is not good, I just mail back my item and the buyer could not make take away the error from a laptop I bought in ebay and I paid return and I have the charged that he told me not email him I have with me and now he told me mail him he will give my money back but I read it here I think this will not happen, now HOW IS POSSIBLE TO GET ALL MY MONEY BACK EVEN THE RETURN SHIPPING????

Paulmono - if your seller indicated to you in an email that he would pay for your return shipping costs then most likely he will, since if he doesn't, your proof to eBay/Paypal would be in the email where he says he will and they would then take him to task.  If he doesn't pay for the return shipping then they will take the amount from his account as allowed in their policies regarding sellers to reimburse you.

Thanks for you answer, Yes he told me by email that he was to pay the return(but he could not take away the error so I don't want like that I told him) but now He open a case on ebay saying that I changed my mind or whatever! And I don't want the laptop anymore. And there ask me to cancel the transaction or something and I had to open a case ageing the seller, he was very nice at first but now I don't know. And he ask me to return the charger and he told me will give my refund but the return it is not included in what I paid in a eBay, so how could be? Further more I just paid my credit card in full last month and how that money goes  to my credit card??

You returned the item because it wasn't as described, in that it wasn't working so you returned it as an SNAD (significantly not as described).  Since the seller doesn't have a replacement and did not fix the item, you don't have to accept it back.  You should have returned all accessories back to the seller and since he said he would pay for the return then he's obligated to do so.  

 

Look up in eBay Help under Contact Us for a customer service phone number and explain that you had a SNAD item and the seller sent you an email saying he would pay for the return of the item back to him but didn't include the return shipping costs in the refund.  They may ask you to forward the email if it wasn't sent through the eBay email message system.  If it was then they will have access to the email without you having to forward it.  I don't believe he has a case against you since you notified him the item had a problem.  While it's preferred that a seller and buyer try to work things out, it's not required that you accept something that had a problem.

 

eBay / Paypal should be able to ensure that you get the shipping costs returned to you after they review the facts.  It doesn't matter how you paid, if they provide a refund then they credit the money back to your account and you would withdraw it as you would any money in your eBay/Paypal account.

Hi I did not purchase the jacket threw Ebay. It was a seller that accepted PayPal. How should I put in  as a claim??Please respond. Thanks

Go into your Paypal account and look for the transaction with them.  There should be a link or a button for details and look there for another link or button for starting a dispute/claim.  If not in that area, look on various pages for such a link or choice to start a dispute/claim.  Typically, you need the transaction # to begin the dispute/claim process.  After that, it's a matter of Paypal contacting the seller and trying to get them to work with you before the deadline ends and then you would escalate to a claim if they don't respond to fix the issue.

 

This is pretty basic - haven't you read through the various information on Paypal about such steps?  You shouldn't be using Paypal if you haven't read the policies, etc, so that you would know what's involved...

I can not believe what this seller is doing, he close the case that saying I did not want the laptop and change my mind, now he has an open case that I did not pay for the item and ebay email me that I need to pay him Im mad very mad with this issue,  even the paypal pay and my credit card was charged for that, and I think he trying to do time so I do not left a bad feedback and Im sure he will not pay me the return shipping I open a case on paypal too but just let me charge him for the laptop and shipping but not return shipping, my question is can I let him a bad feedback? and I hoppe to get my money back anyway???he is a liar, when I email him saying that the charged was on his way he email me this.::

namestreetcity -  The reason Paypal does this is simply because the situation is a he said/she said until "someone" can verify the facts. Sellers are generally assumed to be trustworthy - Paypal has thier bank info, (and in some cases where they are large) tax resale #.  The mistake here - everyone including myself has thought this or thinks this ... is that Paypal wants to be the mediator or "solve"  the problem .. they DONT. They ONLY want to "hit the reset button" and make the issue "go away before the bank/cc company gets involved". They have no interest in playing "god" over any transaction - period. The agreement(s) they have with Visa & Mastercard do NOT obligate them, to obligate sellers to pay for return shipping costs - so they dont. 

 

Paypal sees transactions in the position of  "sitting on the fence" - ie do what ever you have to do - to make things go smoothly - so they can collect thier %2, hold your funds and make %2-3 interest on them" and do as little work as possible. Sellers are judged by thier feedbacks and buyers by thiers - its that simple.

 

I thankfully dont have these issues ... I have my own problems with Paypal as described elsewhere on this forum.

 

Ebay is still a "buyer beware" place in some cases. Buying something from someone who isnt a powerseller, from someone in a country that is far away and doent speak your language, something in a category that is risky (known issues - fakes, dupes ect,  are still the "responsibility" of the buyer. As a seller - believe you me - there are ALOT of bad buyers - just as many as there are bad sellers.
