HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds, not trying to be a satisfaction authority!

As far as complaining. There are 4 major suggestions I can make. Two are formal and two are probably the better. WORD of MOUTH is the best advertising, (good or bad) SO:
1.) Faceable can spread the word quickly to several people who can contact several more, etc.
2.) Twitter same per above
3.) BBB file major complaint. Even if you get no relief now, your complaint stays "forever" on record. Pay Pal may even respond, which takes time, i.e.. money.
4.) Your State Consumer Advocacy Dept. In Florida complaints are sent to the Dept of Agriculture, where our Consumer complaints are handled. I have filed 3-4 in the past 3 years and everyone of them have been responded to by the company. More TIme / More Money..... If you get no other relief, know you cost them money, which is all they exist for.
And my favorite, if you continue to use eBay, Ask customers to use another method, and BLAST Pay Pal in your product description area.

Syyl60,
This is terrible. You should call the Better Business Bureau and I believe they also have an online Better Business Bureau for companies who do business online only, i.e Paypal, eBay. You can ask them about it. I have read quite a few posts by people who have called them. They should check out each call, but it will give them a lot of motivation to really make a push on this issue with Paypal the more people call them about it. I called them and wrote a letter describing in detail my experience of having the 21 day hold - I didn't fit into any of the categories Paypal listed as accounts the 21 day hold policy would apply to and I've had 100% and the highest DSR's during my 7 years with eBay. Finally, Paypal has taken the 21 day hold off my account - but, as disorganized as Paypal is about dealing with their customers, they could just as easily put the hold back on my account. I have no confidence in Paypal.
When I first came into this forum thread I clicked on the option to receive an email each time there is a new post in this thread because I want to stay with a group people who are angry about this mess so we can takes steps together to continue pushing this issue until Paypal makes a policy change.
What happened with your account is a mistake that anyone could easily make and it should not be an issue for Paypal to correct it and for your bank to correct whatever triggered them to get into it. If they don't get this resolved quickly for you, it might be possible to cancel the Paypal account your son has now and open a new one for him. It's just an idea, but it would work. Paypal should be an easy way for parents to send money to their kids when they are in school or not in school for that matter.
Come back into this thread and let us know what happens next with this problem. You certainly have our support.

ok so, they are holding it bc 1 customer left a "not as described" feedback? seriously? Mine is being held also and I can't get the guy who bought this item to respond with any feedback. Is there a money limit to what they hold, or is it just anything now? My current customers are now sending me complaints of receiving COD tags for their items and I am still waiting for my money to be released. I wonder if this is why it is showing as not paid. At this rate- how will any of my customers be satisfied for a positive rating????

I applaud your initiative trying to avoid Pay Pal. Please understand that I am on your side......BUT........ if you did not ask or at least warn your COD customers, then you have basically done what Pay PAl is doing in that you changed the rules without getting a buy in from your customers. SO, without malice of forethought you have alienated your customers and probably will see a bit of negative feedback.
I hope it works out for you. Try your best to levitate the COD customers' anxiety by explaining (probably again) that the change is Pay Pal's fault, not yours.
Good Luck. Every one is scrambling trying to figure out how to make ends meet. Pay Pal is the problem here not you!

I believe PayPal will hold any and all payments they want and there is no limit to the amount they will hold. PayPal is currently holding almost $800.00 of my money. I really need that money but, like everyone else, my hands are tied trying to get it before the 21 day hold period. Most of my sales are internernational and there is no way to confirm delivery of the packages I send and trying to get buyers to submit feedback is almost impossible in some cases.

After reading your post, having the same issues, I have decided to boycott paypal and ebay. I am now in the process of removing them as a payment method from both of my bussiness websites.
CEO of Paypal: Take the hint. (How long did it take for facebook to outdue myspace? Paypal will soon become an outddated site that will be overun by a better company that will excell in populatity. )
