Confrim my adress with paypal?

A merchant I was looking to purchase from, indicates he only ships to "confirmed adresses with paypal". I don't know if this means physical adress or email. I only see a confirm email with paypal. Anyone know about and how to confoirm a physical adress? Don't want to purchase anything till I'm sure, since he also indicates if you order and are not a confirmed adress with paypal he will return the money minus a 10% relisting charge.

The seller is referring to a "confirmed shipping address."

A confirmed shipping address is the same as your billing address for your credit card - as it is registered on PayPal.  If you have a confirmed shipping address on file, you can view it in your Profile > Street Address section. 

When checking out, be certain to select the address that is an exact match.

If the address is not confirmed, you can confirm it by adding a credit or debit card that has a matching billing address.
