Used Moneypak, still required CC?

So i bought a moneypak and loaded with $20 yesterday, redeemed the cash on paypal and stuff, and then when I went on ebay and bought a charger, came to the part where they ask to confirm adress with CC? Is there a way to get around this?

I mean, whats the point of having moneypak when they still ask you for the CC?
