Not able to use Paypal balance to make payments online. (Not able to set as preferred method)

I want to send money to someone using my paypal balance (it has sufficient balance ). But when I choose the preferred way to pay as my PayPal balance, it says - This can’t be used as your preferred way to pay online. Choose a different payment method. How can I use my Paypal balance instead of my bank / card?

You can't use a balance in India as any funds have to be auto-withdrawn to your bank account.
