My GCash Mastercard is declined to link with PayPal by issuing bank.

I got my GCash Mastercard yesterday and activated it through the GCash app. When I applied to link the card to PayPal, I kept getting this message:

I entered my card details correctly for five (5) times, but to no avail. I've tried linking my card through the PayPal app, the PayPal website on my phone, and the PayPal website on my laptop. I even called the GCash customer service as recommended by PayPal, but they could not point out the problem as well. They said that the issue may be coming from PayPal. I've been searching for solutions online, but I could not find anything helpful that could solve my problem. 

I would really appreciate it if I am given advice on what to do because I honestly do not know what's wrong.

Sorry to hear that you're not able to add your card to your PayPal account. As per the error message, the card is getting declined by the card issuer. Please reach our to your card issuer again to find out the reason or try to add a different card.
