I can't link dollar card, it is empty. Must I pay for linking the card?

I tried to link dollar card but there was massage "Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions." I called bank they said that PayPal need 1 dollar for linking. Is it true? Why? Could you please send me reply to email

Paypal does not accept all cards so if you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.
Also you would need funds on the card 'if' it wasn't the above type card to enable the card to be confirmed as per link.

However in your country I believe you have to add a credit visa as you only have the option to 'send' paypal payments and not 'receive' funds in your country.
