Charged, refunded, charged again, negative balancd

Hello, I was charged 400 euros for a transaction I made, this money was then taken out of my bank account, all well and good. Then this sum was refunded, charged again, but now my account balance is negative. Any resolution? I can't contact PayPal since all I get is a chatbot or some such. I can't challenge the transaction either because it was paid for and good were received, it just happened to take an additional 400 out of my balance.

Transfers from bank accounts are never instant, that is why when you buy something paypal credit the seller upfront for you and paypal take the wait for the funds to transfer to pay them back again, this is so you get your item without delay.

 

If the transfer fails then paypal will put your paypal account into negative and this time you have to wait the 5-7 days for the second bank transfer to process or they will use your back up funding source of a card.
