Refunding Negative Balance

I have issued refunds and recently paid a negative balance but when it the money did not go to any of the accounts that where issued for a refund could someone explain why that is or where did the money go to also paypal wont let me pay with my card for refunds it says go to web and when i go it does the same as mobile and wont let me pay

Sorry didn't understand that, also when you are talking about ''accounts'' are you talking about other folks paypal accounts? your paypal accounts? or bank accounts???
