"PayPal balance ACTION REQUIRED", can't figure what this charge is for, please help.

Paypal homepage shows I have a balance, it says, "PayPal balance ACTION REQUIRED -$ 9.44 USD Amount due to PayPal". I can't figure what this charge is for, please help.
