...I can't make purchases or confirm my identity with other businesses because it keeps asking me to add a card. I've received no emails from PayPal and there are no notices within the account. It's fully verified.
If you only have a bank account linked then paypal may require you to add and confirm a card instead to verify your account and act as a back up funding source. It also means any payments will be credited to the seller instantly instead of going from your bank as echeques.
