Hey, a month ago i linked my card to this paypal account and a few weeks ago i removed it. I tried to make a new account and link my credit card to it. Right now when i try to link my credit card to this account i can't. It shows this message
"Your card has been declined. Please try a different payment method."

This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method.

If you keep adding/removing cards you will time out the number of times you can add them.
If you have limitations on your other account then you would not have been able to remove the card.
What was the reason for closing one account and then opening another one?
You can only have 2 paypal accounts if 1 is personal and the other 1 is business.
Try clearing your cache/cookies and if no luck contact customer services to see if they can add it for you?
