Hey, a month ago i linked my card to this paypal account and a few weeks ago i removed it. I tried to make a new account and link my credit card to it. Right now when i try to link my credit card to this account i can't. It shows this message 

"Your card has been declined. Please try a different payment method."

Yesterday showed: 

"Your card has been declined. Please try a different payment method."

What can i do in this situation? I'm from Republic of Moldova. I really need your help, i need to transfer some money.
I tried to contact Customers Service, nobody responds. I tried everything i can, nothing works. Please help me i'm really desperate....

If you keep adding/removing cards you will time out the number of times you can add them.

If you have limitations on your other account then you would not have been able to remove the card.

What was the reason for closing one account and then opening another one?

You can only have 2 paypal accounts if 1 is personal and the other 1 is business.

Try clearing your cache/cookies and if no luck contact customer services to see if they can add it for you?
