Why is there no balance showing, no PayPal Wallet at all, and not even a Transfer Balance option?

I created a PayPal account a few days ago, and I am already confused and frustrated at what's going on. In the Wallet tab, there is no PayPal Wallet, no balance whatsoever showing anywhere on the screen, and not even a Transfer Balance option when I add my bank and a couple cards -- the ONLY options I see when I add cards and my bank is, Update Card, Remove Card/Bank, and Add Card/Bank. That is IT. Nothing else is in the Wallet tab, period.

Is this a New Members thing? If it is, how long will it take me to get it? Was it removed? Why does it seem the feature is missing entirely and PayPal is just a hub for other cards now? Please help me, I can't find any information anywhere on the internet and the lack of information drives me up the wall!

You won't need a balance unless you set up a balance account to receive paypal payments.

The first payment you receive will give you the option to open a balance account OR have it auto transferred to your bank account.

Secondly as a buyer you never need funds in your Paypal balance.
Paypal will automatically take payment from any confirmed bank account or card (whichever is eligible in your country) during the payment process.

If you have the option to select a funding source then you can do so here...

Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
