Using PayPal Account via Google Pay

I want to take advantage of my Discover Cards 5% Cashback Promo on all PayPal transactions this quarter. My Discover Card is already linked to my PayPal Account... I know I can add my (Discover linked) PayPal Account to my Google Pay wallet, but I seem to recall PayPal's recent barrage of new terms, i.e., Service Fees could make this impractical. Can anyone confirm or deny this?

The “Send/Receive Money for Goods and Services” fee has been around for a while now and is for payments received via the Send tab. It’s a merchant fee. Not charged to buyers.

@sharpiemarker  continuing on with my above scenario... When adding PayPal to my Google Pay wallet I stopped at PayPal's first step -- (in using PayPal in stores with Google Pay) -- of setting up a "PayPal Balance".   I'm not sure this route will work for the Discover-Card 5% Cashback on PayPal purchases.

Not expecting an answer to this unique situation -- more just thinking "out-loud" millennial-style...
