hello, I have working visa of Dubai and I am here. just open PayPal account and I want to purchase crypto and online services. Any restrictions?

PayPal does not offer cryptocurrency services outside of US and UK.

If you want to purchase cryptocurrency, you have to do it without PayPal. Other than that, you can make purchases online, receive and send payments for goods and services.
