Try clearing cache/history and then waiting 72 hours before trying to link it again.
Also if its a card from an account previously added could you edit and update it rather than add it as new?
Is the billing address the same as your paypal account address?
Does the card have funds available for the confirmation process?
Is it a physical banks card and not a virtual/digital bank?

@Tinkie1, welcome! I can understand it can be a bit frustrating running into road-blocks like this when trying to link your card. I'd recommend trying the steps in this Help Center article to stat: Why can't I link a credit or debit card to my PayPal account?
If you're still running into issues after that, I'd try reaching out to our Customer Support teams via Twitter DM or Facebook PM to see if they can provide any further guidance on this.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
- change address and link it to the cards in Managing Account Archives
- 2 personal accounts (Saudi & Phil) so I can remit my money using PayPal. in Managing Account Archives
