I paid 1.95 dollars for a code, and it says it should be refunded. Exactly when will this happen?

So I recently just used paypal, had to activate my card by paying 1.95. I ended up paying it, and a four digit code showed up which I entered and my card got activated. I need this 1.95 back however because it is vital for the payment I need. My card is activated, but Paypal isnt giving back my 1.95. Could this also because I am using a VISA debit card that is non-reloadable? I still think paypal can refund it though, and on the activity it says the payment is pending. All I want is my 1.95 back and I want to resolve this. Thank you.

PayPal will make a small charge to your card and generate a confirmation code on your card statement. After the card is confirmed, we will immediately refund the charge back to your card. Your card issuer will credit your card balance within 30 days from the date of the refund.

So in other words, the refund will come back on my card within 30 days.
