How do I connect with PayPal help center or customer service?

Hello!

 

I would like to link my Philippine bank account and ATM card with my new PayPal account but the transaction does not push through stating that my card details are linked with another account even though I had already removed the link with a previous PayPal account. As for my bank account, PayPal does not recognize the account type and currently reflects "checking". May I ask for help and assistance on how I would be able to resolve this? Thank you!

To provide additional context, I had already conversed with my bank and they manifested that the issue is on the end of PayPal and they are not able to resolve the issue. Thank you!
