Error linking USD account from Aspire App (Singapore)

Hello, we're using the Aspire fintech service for a Singaporean entity.  We're trying to connect the PayPal business account to the Aspire USD local bank account, it has a local routing number and account number.  When trying to link the paypal account to the bank account it says: 

 

This account needs a little help to link it. Contact us and we can help with that, or you can link a different account.

 

No further help is given and PayPal doesn't answer.  Has anyone succeeded with this?

Is it a digital / virtual bank that paypal does not support?

Only paypal normally only supports physical U.S bank accounts opened in the U.S.

That's correct, it's a virtual account but both PayPal and Aspire say the accounts can be linked.  The error happens with PayPal.

If you see an option to add the U.S. bank account (please make sure it's not a virtual bank),

 

This has been confirmed many times by the Paypal moderators on here.
