Adding a debit card of the Kazakhstani bank "Kaspi"

Hello. When linking a Caspi bank VISA card to a PayPal account, I get an error "Your card has been declined. Please try a different payment method."

I issued the card on October 3 and on the same day replenished it with 5,000 tenge.
The technical support of the bank says that there were no requests from PayPal. Please contact PayPal support.
I removed the limit for paying on the Internet (set unlimited).
Please tell me how to add a Caspi bank card to a PayPal account.

As per the error message that you've shared, it seems like our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding a card can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this case, try again at a later time. If the issue persists, which means either it is due to a risk factor or your card is not compatible with the PayPal system, you will have to add a different card.
