sending money to others with unverified paypal account

i don't want to link my account to a credit card or a bank account because my dad is supervising both and he will be super mad if i link my paypal to my bank account or credit card because i would lose a lot of money. if i manage to get money into my paypal, can i still pay other people the money from my paypal account even if its not linked to anything?

You have to be over 18 to own a paypal account, if you are not over 18 then your account would be permanently limited at some point.

i am over 18 but my account isn't linked to a bank account or a credit card or anything and i want to know if i can still send money to others

You would need to have funds in your balance BUT to do that you would need to 'add' the funds via a linked debit card or bank account OR receive funds sent by someone to your account. However if you receive funds then paypal would ask you to verify your paypal account by adding a bank or card.
