The country you're trying to send money to can't receive this payment

I'm trying to send money to a Paypal account in the USA (I've received a payment from this same account before). I have two Paypal accounts, I've tried both and I've also tried sending euros and dollars but I always get the same error message: "The country you're trying to send money to can't receive this payment". I've never seen this message before, how do I resolve it?

I do understand that you have issue with transactions between your PayPal accounts . Please reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page to get help with your issue. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).
