Previously I used this account to buy sth in Germany.
I am from Ukraine and using Ukraine bank card linked to an account.

Hello @Andrii_Rudyi
Thank you for joining the PayPal Help Community and posting your question here!
I am sorry to know that you're not able to complete the payment using PayPal! I understand that would be upsetting! PayPal account holders in Ukraine can be able to send and receive money between friends and family. Please refer the help center article for the features available for Ukraine customers here : PayPal services for the customers in Ukraine.
Good luck,
Bindu

Hi @Andrii_Rudyi,
Welcome back to our Community Forum! Great question. I'm sorry this has been a bit of a confusing situation. It is correct that you are able to send and receive Friends and Family transactions. You are also able to make purchases online with PayPal, however you are unable to receive Goods and Services transactions.
With that in mind, since it sounds like your payment is being declined, you can find the most common reasons here.
If you're still running into issues after reviewing that Help Center article, please reach out to our Customer Support teams for assistance.
Best wishes!

It is interesting, I looked at the article that you have sent, and don't think that having any limitation. I don't know if I can somehow check bank limitation, but just few mins ago I bought udemy course using PayPal, from this I can conclude there is no any linitation from my side
Do you know, maybe there is some chacks on columbia or PayPal checks that compare my shipping\payment address, and regarding this cancels the payment (but for udemy it doesn't matter)?
