It is interesting, I looked at the article that you have sent, and don't think that having any limitation. I don't know if I can somehow check bank limitation, but just few mins ago I bought udemy course using PayPal, from this I can conclude there is no any linitation from my side Do you know, maybe there is some chacks on columbia or PayPal checks that compare my shipping\payment address, and regarding this cancels the payment (but for udemy it doesn't matter)?
