I have a customer who sent money to an account of someone with my same name. Is there a way to reach out to the person who got the money and see if they will return it?

Firstly ask them what it says on their paypal account ie unclaimed / payment / completed / pending / sent?
If it says unclaimed and there is a cancel option then they can use that.
Then did they pay using friends/family or goods/services?
If friends/family then they would need to email the 'wrong' email address they sent the funds to and request that person refunds. Unfortunately not a lot you can do if they refuse as it was a gift payment.
However if they used goods/services and the person refuses then they can open a dispute for non receipt of item (as that person has nothing to send them) and escalate to a claim for a refund.
Lastly checkout the link.
