Why does it say you cannot send this user a message to somebody that sent me my money?

Why can I not send a user a message after they have sent me money? I would like to send them a traffic number and confirm what they are going to be receiving

Welcome! Thank you for visiting PayPal's Community Forum. I'm sorry to hear there's been some confusion when trying to reach out to a recent user who sent you money. Unfortunately, the option to send someone a message via PayPal may no longer be available. However, here is How to add tracking information to a recent transaction.
