Why am I repeatedly failing to withdraw money?

Why am I repeatedly failing to withdraw money? Why isn't PayPal accepting any of my payments? What's the problem?  Please help me. Why isn't there any money coming into my account?

Firstly you have a paypal account registered in Cyprus so can you confirm you actually live in Cyprus?
