Walgreens charged me sales tax + 3.95 fee to load my paypal. Is this legal? Seems to me like overkill and im pretty sure they are the only retailer that does this. I live in WV if that makes any difference. I loaded 20.00 and i knew the fee was 3.95..... i was expecting to pay 23.95 but no they charged me 25.63. Thats an additional 1.68 for sales tax. I'm pretty sure this would fall under intangible services and would be exempt from sales tax. I just don't get it.....

For the past year it's only been a $3-4 charge /fee whatever to reload my card. Last week however, I was charged $22 and some change on top of that for sales tax. Is this a Walgreens thing or a PayPal thing? If it's just Walgreens then I'll gladly find somewhere else to reload. Thanks!
