Unable to instant transfer to CIBC visa debit

I have been trying for several days to instant transfer funds from my wallet to my CIBC visa debit card. I have confirmed the card information is accurate, and have made this transfer many times over several years without any issues (most recently in May). Every time I try to do the transfer, I get a message that 'they can't do this right now' and the transfer is denied. I tried to add my CIBC bank account to do a standard transfer instead, and it is saying I don't have a bank account?! I have tried to submit this issue through the resolution centre, but the only option that comes up when I select a transaction is that "Someone else is using my account" .. there is no way to move through and report what my actual issue is. I've tried messaging and calling customer service and can never get through to anyone. At this point I am out of ideas - does anyone have any insight?

I'm sorry to hear you're having difficulty completing an instant transfer to your debit card. Since it has been a few days, I hope you've been able to complete it by now. However, if you haven't, I have a couple of troubleshooting steps that might help. First, whenever you log into your account use one consistent device and ensure your location services are enabled. Next, disconnect and reconnect your device from the internet or restart your router. This will help make sure you have a strong connection. After that, clear the cache and cookies on your favorite web browser. If you use the PayPal Mobile App, you can also clear the App's cache in your phone's app settings. 

Now, if you've tried to make quite a few transfer attempts back to back, allow 48 hours before you try again. This will allow the System to refresh. If you still can make the transfer after 48 hours, try reaching out to Customer Support again after only one attempt.
