I sent a payment to a friend and they haven't received it. So they asked me to cancel the transaction but PayPal is not allowing me to cancel my transaction. Can I get my payment back? Thank you to whom it may concern, Mzbell

I'm sorry to know that recipient has not received the payment and you would like to cancel it. Once a payment is completed, the option to cancel is no longer available in your activity. A refund can only be issued by the recipient. You can ask the recipient to get in touch with us to review the situation and help.
