I managed to send $1 USD to my new mate who just joined Paypal, and he got it.

Then I tried to send a bit more and it says:

Sorry, we weren't able to complete your payment at this time. Please try again later.

If you continue to encounter problems, please contact  customer service.

I've never had this issue before, why is this?

I am sorry to know that you're unable to send money and I understand this can be frustrating! Our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. To provide a safer online payment network, every action through PayPal is reviewed before it's approved. Occasionally, an action won't go through due to the various precautions we take to improve the transaction safety. In this case, I would recommend you to try again at a later time by clearing cache and cookies or try using different browser or device to see if that works. If the issue still persist, kindly check the Resolution Center to see if there are any notifications about your account status.

Same issue here. Did everything as stated in the suggestions,  nothing works. No bell notifications.

Paypal has just decided I cant send a friend money.

I literally spend tens of thousands through paypal and now they are blocking me. Absolutely hopeless security AI and hopeless resolution process.
