Try leaving your PayPal account completely alone for a few days...don’t even log in. Maybe even wait several days instead for good measure so their security system can reset. Restart your device to reset your internet connection then try the withdrawal, once. If it fails again, wait a few hours and try again. If problem persists contact customer service for further assistance.

4. Click How to withdraw money 

5. Click “Call Us” after the “This information may help” box.
